    Affordable housing in Colorado: Financing and Intergovernmental Collaboration March 26, 2024, noon - 1:30 PM Zoom Program Description: Cody Wilson and Nate Eckloff, of Piper Sandler will discuss the financing of affordable housing projects and related matters citing federal regulation and Colorado case examples. Mo Miskell, Andrew Atchley, and Robyn Difalco of The Department of Local Affairs (DOLA) will discuss grant funding opportunities for funds administered through DOLA and intergovernmental collaboration in Colorado for affordable housing. Speaker Bios: Cody Wilson Cody Wilson is a Managing Director with Piper Sandler & Co. Municipal Real Estate Investment Banking Group. Mr. Wilson has over 16 years of experience in real estate finance and investment banking. Mr. Wilson provides significant expertise in real estate development opportunity analysis, and in the funding, implementation and delivery of real estate projects, including projects delivered through public-private partnerships (P3s). Mr. Wilson has completed over $15 billion of projects and working capital needs for a variety of borrowers. The types of financings have included HUD, Fannie Mae, Freddie Mac, USDA, private label securitization, direct bond/loan placements, subordinate bonds, investment grade and non-investment grade bonds, and essential function bonds. Mr. Wilson earned a BS in Business Administration with a concentration in Finance from Troy University and an MBA, with honors, from Troy University. Nate Eckloff Nate Eckloff is a managing director in the public finance investment banking group in the Denver office of Piper Sandler. Eckloff has assisted in the issuance of over $25 billion in municipal bonds during his 40+ years in the public finance industry. His public finance practice is primarily focused in Colorado, Nebraska, Wyoming and Florida. Eckloff's experience covers a wide range of tax-exempt and taxable municipal finance including general obligation bonds, public power and water and sewer revenue bonds, excise tax and non-ad valorem revenue bonds (sales tax, gas tax, etc.), special assessment bonds, higher education revenue bonds, healthcare revenue bonds and lease-purchase certificates of participation. He has served numerous school districts, special districts, cities, towns, counties and other state and local government issuers throughout his career. Eckloff started his public finance career at Coughlin and Company in Denver, a firm focusing on health care and general governmental finance in the Rocky Mountain Region. Prior to joining Piper Sandler, he was with RBC Capital Markets for 17 years and prior to that with Hanifen Imhoff/Stifel in Denver for 13 years. Prior to his public finance career, Nate was an associate with the law firm of Saunders, Snyder Ross and Dickson in Denver. He has presented at numerous industry meetings including the Bond Buyer Conference, the Bond Market Association and several state and local Government Finance Officer Association meetings including the Treasure Coast (Florida), Colorado and Hawaii organizations. He is currently an associate member of the National Association of Bond Lawyers (NABL) and is the president of the Colorado Municipal Bond Dealers Association (CMBDA). Nate is a past chairman of the board of the Colorado Sports Hall of Fame and a past president of the University of Nebraska Alumni Association in Lincoln. Eckloff received his Juris doctorate and his Master of Business Administration degree from the University of Denver and his bachelor's degree in agricultural honors from the University of Nebraska-Lincoln. He is the proud owner of the family farm in Nebraska, which has been in the family since the 1870s. He holds Series 7, 8, 24, 50, 52, 53, 63 and 79 securities licenses and is a licensed attorney in Colorado. Robyn DiFalco Robyn DiFalco is the Program Manager for the Local Planning Capacity Grants Program, with the Division of Local Government (DLG) within DOLA. This new program, created with Prop 123 funds, supports local government planning efforts to expedite affordable housing development review or advance local affordable housing goals. She has helped facilitate DOLA's implementation of Prop 123, providing technical assistance to local governments on the Prop 123 requirements. Robyn has a degree in Geography & Planning from CSU, Chico and a background in nonprofit grants management, project management and executive administration. Mo Miskell Mo Miskell has been serving as the Deputy Director for Colorado's Department of Local Affairs' Division of Housing (DOH) since May 2, 2022. Previously, he operated as DOH's Director of its Office of Regulatory Oversight for roughly two years. This office was created to house both the Building Codes & Standards Section (BCS), which he was first hired as the Program Manager to oversee starting on August 7, 2017, and the Mobile Home Park Oversight Program (MHPOP), which he began implementing as a new program effective May 23, 2019. BCS primarily regulates the construction of modulars in the state, as well as the sale and installation of manufactured homes. MHPOP works to resolve disputes between mobile home parks and owners of mobile homes situated in mobile home parks. Most recently, Mo has been involved in the successful implementation of Proposition 123 and to that effect, collaborating closely with the Division of Local Government, the Office of Economic Development & International Trade, the Colorado Housing and Finance Authority, local and tribal governments, nonprofits, developers, and other interested stakeholders. Andrew Atchley has worked in affordable housing since 2010 and has been with the State since 2018, when he escaped the Front Range to the San Luis Valley.     Planning with Retirement Assets, Part 2: Leaving Retirement Assets to Trusts - Webinar

    Retirement assets are one of your clients’ most common assets, often one of their most significant assets. Retirement assets are great for clients planning for retirement but not so great in planning clients’ estates. Planning for retirement assets is unlike planning for other types of assets, because retirement assets are subject to their own, unique, complex set of income tax rules. In Part 2 of this two-part series, trust and estate attorneys address estate planning options for retirement assets, including leaving these types of assets to trusts. Attending both programs is highly recommended. Part 1, the basics of retirement assets, lays the foundation to understand the concepts in Part 2. If you missed Part 1, the home study is available here . CBA-CLE will email webinar access information to registrants 24-48 hours before the program. Home studies will be available approximately 2-3 weeks following the live program. If disability accommodations or special assistance are needed, please contact us at clereception@cobar.org. Requests must be made at least two weeks prior to the scheduled program. The program will be submitted for CLE accreditation in Colorado. If you need to seek accreditation in another state, please review the process and requirements for that individual state. CBA-CLE staff can provide a Uniform Certificate of Attendance, and it is the attendee’s responsibility to complete the accreditation outside of Colorado.

This talk will navigate through the maze of taxes, student loan planning, family dynamics, and long-term financial strategies. Whether you're flying solo or juggling finances of a growing family, this talk will cover actionable tips that could lead to savings, from the ins and outs of tax service fees to strategies for retirement savings and dealing with the IRS. Speaker Bio: Samantha (Sam) Silberstein, CFP®, CSLP® is an experienced financial consultant. She joined the Student Loan Planner team to be able to combine her financial planning background and experience of working with clients burdened by student debt in education, research, medical and government related fields. She works one-on-one with clients to provide guidance and a path forward on navigating the complexity of student loan debt, while balancing other long-term financial goals. She is passionate about working with individuals and organizations that come from communities that may have been historically underrepresented and may have had limited access to competent and ethical financial guidance. Sam is an advocate for building a financial life that is both sustainable and compatible with one's own values and desires.
