When Senate Bill 19-181 was passed, Governor Polis declared, “the oil and gas wars that have enveloped our state are over.” Seventeen months later, the rules proposed by the Colorado Oil and Gas Conservation Commission via its “Mission Change” Rulemaking have both sides at odds again. This presentation will discuss the state of the controversial rulemaking, analyze the proposed rules, and discuss the potential subsequent fallout.
