2022 Employment Challenges and Legal Issues
Description: In 2022, government employers continue to face challenges in complying with legislative changes as well as adapting to changes created by the extended pandemic and ever-changing economic conditions. This CLE will discuss recent 2022 Colorado legislative changes impacting employers, including updates to the Public Health Emergency Whistebower law (SB 22-97) and changes to the Colorado Anti-Discrimination Act (HB 22-1367). The presentation will address legal issues employers face replacing retiring/resigning employees and ensuring that hiring and compensation practices comply with EPEWA, CADA, FLSA, Title VII, and ADA, as well as highlighting legal issues related to flexible work options.

Pat Gilbert
Pat is the Deputy City and County Attorney for Broomfield, Colorado, and has served in this capacity since 2015. She has spent the majority of her legal career advising Colorado local governments on a variety of legal matters, including Human Resources on a wide variety of employment matters. Before Broomfield, Pat worked for the Jefferson County Attorney's office where she advised Human Resources and also litigated employment cases in various forums.
Diane Criswell
Dianne Criswell acts as General Counsel to the Special District Association of Colorado, the Colorado Special Districts Property and Liability Pool, and the Colorado Firefighter Heart and Cancer Benefits Trust.
After graduating from the University of Washington Law School in 2003, Dianne focused her career on government fiscal and legal work, serving as the Revenue Counsel to the Washington State Senate and Legislative Counsel at the Colorado Municipal League. In those positions, she handled a variety of issues including sales and property tax, TABOR, elections, open meetings, open records, and the Colorado Governmental Immunity Act. At CML, she advocated for public entities with the courts through amicus curiae briefs and with the Colorado General Assembly. She is licensed in Colorado and Washington state (inactive) and admitted to practice in the Tenth Circuit. She also serves on the Denver Board of Ethics.
