Colorado has changed how sales are sourced for both income tax apportionment and sales tax purposes. These changes are the most significant rewriting of Colorado tax law since the state adopted market-based sourcing in 2009. These changes, particularly in sales tax, will affect every person in Colorado who either buys or sells tangible personal property, in other words, literally everyone. 
 
Jeanette Tolar of Plante Moran and Bruce Nelson, Editor-in-Chief of the Journal of State Taxation (and failed retiree), will walk you through specific examples of how the new structure works and let you tell us whether the changes constitute a TABOR violation.
