The presentation will cover the regulatory framework governing rates and services on interstate crude oil and petroleum products pipelines, which fall under the jurisdiction of the Federal Energy Regulatory Commission (FERC). It will address:
 
The question of when a pipeline will be considered “interstate” for purposes of federal jurisdiction, as projects located entirely within a single state may nevertheless be subject to federal regulation. 
 
The obligations of regulated entities, and related risks that transactional and litigation counsel should bear in mind. 
 
When it may be possible to obtain exemptions from or waivers of FERC requirements. 
 
 
 
The presentation will highlight recent examples from Colorado.
